Hiến pháp năm 1992 được ban hành để thay thế Hiến pháp 1980 vốn được coi là bản hiến pháp của cơ chế kinh tế kế hoạch hoá tập trung. Khác với Hiến pháp 1980, Hiến pháp 1992 đã thừa nhận quyền tự do kinh doanh, tự do sở hữu của công dân, khẳng định việc xây dựng nền kinh tế thị trường định hướng xã hội chủ nghĩa. Hiến pháp 1992 đã tạo điều kiện cho các thành phần kinh tế phát triển và như vậy đã làm tăng thêm động lực phát triển của nền kinh tế.

The Constitution of 1992 was enacted to replace the Constitution of 1980, which is considered to be the Constitution of the economic mechanism for centralized planning. Other than the Constitution of 1980, 1992 Constitution gave freedom of trade, freedom of property of citizens, confirmed the construction of market economy to the Socialist orientation. The 1992 Constitution has facilitated the development of economic sectors and so did increase motivation development of economy.

The 1992 Constitution was enacted to replace the 1980 Constitution which is regarded as the constitution of economic mechanisms focused planning. Unlike the 1980 Constitution, the 1992 Constitution recognized the right to freedom of enterprise, freedom of citizens to own, confirming the construction market economy socialist orientation. The 1992 Constitution has facilitated the development of economic sectors and thus has increased the growth engine of the economy.
