Trước năm 1986, đất là do hợp tác xã sở hữu khoán sản phẩm nông nghiệp cho các hộ gia đình và các nhóm lao động (Chỉ thị 100 của Ban Bí Thư Trung Ương Đảng ngày 13 tháng 1 năm 1981). Chính sách này không hoàn toàn phù hợp với tình hình mới. Để nâng cao đổi mới sản xuất nông nghiệp và cải cách nông thôn, năm 1993 chính phủ Việt Nam đã sửa đổi và ban hành chính sách đất đai mới. Chính sách đất đai mới giao đất cho người dân để sản xuất góp phần ổn định xã hội, nâng cao sản xuất và giảm tỷ lệ đói nghèo.

Before 1986, the land is owned by the cooperative of the stocks of agricultural products for the household and the labour group (only 100 of the Secretariat of the Communist Party on January 13, 1981). This policy is not fully in line with the new situation. To enhance the innovation of agricultural production and the rural reform, in 1993 the Government of Vietnam has revised and enacted a new land policy. The new land policy land for people to contribute to the production of social stability, improve production and reduce the poverty rate.

This policy is not fully consistent with the new situation. To enhance innovation in agricultural production and rural reform, the government of Vietnam in 1993 was amended and enacted new land policy. The new land policy of land allocation for people to produce contributes to social stability, improve production and reduce poverty rates.
