- Nhà nước tạo môi trường pháp lý thuận lợi, hỗ trợ đầu tư phát triển nguồn nhân lực, quảng bá, phát triển thị trường văn hóa, tạo mối liên kết thị trường về ngành nghề và khu vực, xây dựng thương hiệu quốc gia cho các ngành công nghiệp văn hóa; đa dạng hóa các mô hình đầu tư, đặc biệt mô hình hợp tác công tư (PPP); khuyến khích hình thành và phát triển các loại quỹ đầu tư trong lĩnh vực văn hóa;
- Tăng cường vai trò của các tổ chức hiệp hội ngành nghề trong việc đầu tư, hỗ trợ phát triển các hoạt động sáng tạo, sản xuất, phân phối, phổ biến và tiêu dùng các sản phẩm và dịch vụ văn hóa.

-The State create a favorable legal environment, support investment and development of human resources, promotion, market development culture, creating market linkages of industries and regions, national brand-building for cultural industries; diversification of the investment model, in particular the partnership model (PPP); encourage the formation and development of investment funds in the field of culture;-Strengthen the role of the industry association held in the investment, support the development of innovative activities, production, distribution, dissemination and consumption of cultural products and services.

Results (English) 2:

- The State shall create favorable legal environment, investment support human resource development, promotion and development of the cultural market, creating market linkages of industries and regions, national branding for cultural industries; diversified investment model, especially the model public-private partnership (PPP); encourage the formation and development of investment funds in the cultural sector;
- Strengthening the role of organizations and professional associations in the investment, support the development of innovative activities, manufacturing, distribution distribution, dissemination and consumption of cultural products and services.
