Xác định đúng mức thuế t* cần thiết là rất khó khăn vì chúng ta không có đủ thông tin về MNPB và MEC. Khi đó, một mức thuế t nào đó được ban hành có thể lớn hơn hoặc nhỏ hơn t* và như vậy việc áp dụng thuế t sẽ không đạt được mục tiêu tối ưu đối với xã hội.
