Bên cạnh những kết quả đạt được, thu hút FDI tại Việt Nam những năm qua còn bộc lộ những mặt hạn chế trong đó nổi bật là:
Thứ nhất, khối lượng vốn FDI thu hút còn nhỏ, có xu hướng giảm:
Trong hai mươi năm qua, thu hút FDI của Việt Nam đã đạt nhiều thành tựu. Có thể nói đây là sự nỗ lực lớn của chính phủ Việt Nam khi ngày đầu Luật ĐTNN tại Việt Nam được ban hành, nguồn vốn này chỉ là con số không. Song nếu so sánh với các nước trong khu vực cũng như thế giới thì lượng vốn FDI đã thu hút được tại Việt Nam còn rất khiêm tốn.
Hàng năm thu hút FDI của thế giới dao động khoảng 800 - 1000 tỷ USD và trong đó 100 - 120 tỷ vào các nước trong khu vực. Việt Nam chỉ thu hút chưa đầy 0,5% vốn FDI của thế giới và gần 2% FDI vào khu vực.
