Mục tiêu: tìm ra phương án cải tạo phù hợp nhất với khu vực này theo tiêu chí "Former community spirit in new appearance", nhằm nâng cao chất lượng sống khu vực, đồng thời quan tâm đến sinh kế của người dân nhưng vẫn đảm bảo lợi ích của nhà đầu tư, để trở thành một trong những dự án điển hình trong việc cải tạo tái định cư chung cư cũ theo hình thức xã hội hóa.
