Để tăng hiệu quả, tính ổn định và quy mô, Chính phủ sẽ tiến hành tái cơ cấu hệ thống ngân hàng, song chắc chắn sẽ không để đổ vỡ cả hệ thống.

Khẳng định trên được Bộ trưởng - Chủ nhiệm Văn phòng Chính phủ Vũ Đức Đam đưa ra tại cuộc họp báo Chính phủ vào chiều tối nay (4/11).

Theo Bộ trưởng Đam, trước đó trong phiên họp Chính phủ, Thủ tướng cùng các thành viên đã thống nhất một số đánh giá đối với nền kinh tế trong tháng 10 và 10 tháng 2011.

Chính phủ nhìn nhận, nền kinh tế vẫn tiếp tục có nhiều khó khăn, một số lĩnh vực vẫn chưa có nhiều chuyển biến, thể hiện ở số lượng doanh nghiệp gặp khó khăn, phá sản đang tăng, số lượng doanh nghiệp đăng ký mới đang giảm đi.

Đặc biệt, độ trễ tác động của một số chính sách dường như đang tác động đến sản xuất kinh doanh, thị trường bất động sản trầm lắng, thanh khoản của hệ thống ngân hàng cũng gặp nhiều khó khăn...

Theo Bộ trưởng Đam, Chính phủ đã nhìn thấy điều đó nên đã và đang tập trung tháo gỡ khó khăn cho doanh nghiệp bằng cách triển khai một số chính sách ưu đãi, hợp lý về thuế, tạo điều kiện cho doanh nghiệp tiếp cận được nguồn vốn... cùng với đó là đẩy nhanh quá trình tái cơ cấu nền kinh tế.

Đặc biệt, trong quá trình đó, Chính phủ sẽ chú trọng đến tái cơ cấu hệ thống ngân hàng với quan điểm cơ bản là tăng quy mô hợp lý, hiệu quả theo lộ trình. Tuy nhiên, Chính phủ khẳng định, trong mọi trường hợp không để xảy ra những rủi ro, ảnh hưởng đến quyền lợi chính đáng của người gửi tiền.

“Chính phủ sẽ kiểm soát chặt chẽ, không để xảy ra đổ vỡ của hệ thống ngân hàng”, Bộ trưởng Vũ Đức Đam cho biết.

Trả lời câu hỏi của VnEconomy về “sức khỏe” của hệ thống ngân hàng hiện nay, Phó thống đốc Ngân hàng Nhà nước Nguyễn Đồng Tiến, cho hay, đến thời điểm này, hệ thống ngân hàng, về cơ bản vẫn hoạt động lành mạnh, ổn định. Cũng theo Phó thống đốc Tiến, có những ngân hàng trong những giai đoạn nhất định gặp khó khăn cũng là điều khó tránh khỏi. Song, Ngân hàng Nhà nước vẫn có các giải pháp thông thường để hỗ trợ thanh khoản cho các ngân hàng gặp khó đó.

Lãnh đạo ngân hàng Nhà nước cũng lưu ý, người dân và dư luận đừng có suy diễn theo kiểu “ngân hàng lớn là mạnh, ngân hàng nhỏ là yếu”, bởi tính hiệu quả không hẳn phụ thuộc vào quy mô mà nó phụ thuộc vào công tác quản trị và phòng ngừa rủi ro.
