Tập trung vào các nhóm ngành ưu tiên phát triển: TP.HCM tiếp tục đẩy mạnh khuyến khích doanh nghiệp đầu tư vào 09 nhóm ngành dịch vụ được ưu tiên phát triển gồm: tài chính – tín dụng – ngân hàng – bảo hiểm; thương mại; vận tải – kho bãi, dịch vụ cảng – hậu cần hàng hải và xuất nhập khẩu; bưu chính – viễn thông và công nghệ thông tin – truyền thông; kinh doanh tài sản – bất động sản; dịch vụ thông tin tư vấn, khoa học – công nghệ; du lịch; y tế; giáo dục – đào tạo.Và chính sách phát triển 04 nhóm ngành công nghiệp có hàm lượng công nghệ và giá trị gia tăng cao: cơ khí, điện tử – công nghệ thông tin; hóa chất – cao su; chế biến tinh lương thực thực phẩm) và các ngành công nghệ sinh học, công nghệ sạch, tiết kiệm năng lượng; phát triển công nghiệp thời trang ngành dệt may – da giày, công nghiệp thiết kế; chuyển dần từ hoạt động gia công lắp ráp sang hoạt động sản xuất.
