3. Hợp tác Quốc tế
- Tăng cường hợp tác với các tổ chức Quốc tế, mở rộng quan hệ đối tác với các nhà tài trợ nhằm chia sẻ thông tin, đối thoại chính sách và tăng cường hợp tác với các nhà tài trợ và đối tác trong lĩnh vực Nước sạch và VSMTNT.
- Chỉ đạo thực hiện Dự án Cấp nước sạch và vệ sinh nông thôn vùng miền Trung (ADB); dự án nước sạch và vệ sinh cho trẻ em (UNICEF); Dự án Cấp nước và vệ sinh vùng đồng bằng sông Cửu Long (WB6).
- Chỉ đạo thực hiện Chương trình cấp nước và vệ sinh nông thôn 8 tỉnh đồng bằng sông Hồng dựa trên kết quả (PforR) do WB tài trợ; Hoàn thiện sau khi có ý kiến chỉ đạo của Thủ tướng Chính phủ về Chương trình cho 21 tỉnh Miền núi phía Bắc, Tây nguyên và Nam Trung Bộ.
4. Đẩy mạnh công tác xã hội hóa (PPP)
- Phối hợp với Ngân hàng thế giới và các nhà tài trợ tổ chức hội thảo về phân tích rào cản, những thuận lợi, khó khăn thách thức, các bài học kinh nghiệm và các giải pháp để thúc đẩy khu vực tư nhân tham gia;
- Chỉ đạo các địa phương thực hiện công tác xã hội hóa về nước sạch và VSMT nông thôn; nghiên cứu xây đề xuất thí điểm về mô hình đối tác công - tư (PPP) trong lĩnh vực cấp nước sạch nông thôn tại Nam Định.
- Đề xuất để xây dựng nội dung hướng dẫn PPP trong Nước sạch trong khuôn khổ Thông tư hướng dẫn PPP của Ngành Nông nghiệp.
5. Tăng cường kiểm tra, giám sát và cải thiện Chất lượng nước sinh hoạt
- Phê duyệt và chỉ đạo triển khai thực hiện đề án Quản lý chất lượng nước sinh hoạt nông thôn giai đoạn 2010-2020.
- Tăng cường cơ sở vật chất xét nghiệm chất lượng nước: Trung tâm Quốc gia nước sạch & VSMTNT được trang bị các trang thiết bị phân tích đạt tiêu chuẩn ISO 17025:2005; 31/63 tỉnh có phòng xét nghiệm chất lượng nước với hơn 40 % đội ngũ cán bộ được đào tạo bậc đại học. Trong 03 năm gần đây, 65% nhân viên ở các phòng xét nghiệm chất lương nước đã tham gia các lớp tập huấn có liên quan đến quản lý chất lượng nước sinh hoạt nông thôn.
- Tiếp tục chỉ đạo các địa phương thực hiện công tác Giám sát đánh giá kết quả thực hiện Chương trình theo Bộ chỉ số.
