Trước đó, điểm 2.1 Công văn số 12802/BTC-TCHQ quy định thời điểm nộp C/O là khi đăng ký tờ khai hải quan (nếu là tờ khai giấy) hoặc khi nộp hồ sơ hải quan (nếu là tờ khai điện tử).
Đồng thời, chỉ cho phép bổ sung C/O (nợ C/O) trong 2 trường hợp đặc biệt nêu tại tiết c điểm 2.1 Công văn số 12802/BTC-TCHQ .
