Nguyên tắc hoạt động của APECAPEC hoạt động chủ yếu trên cơ sơ hợp tác cùng có lợi của các thành viên, đây chính là một tổ chức có sự đa dạng về chính trị, văn hoá, kinh tế giữa các thành viên, cho nên quá trình hợp tác phải đảm bảo được tất cả các nền kinh tế của APEC đều phải có lợi, bất kể các sự chênh lệnh về mức độ phát triển.Sự đồng thuận trong APEC chính là cam kết mà các thành viên phải nhất trí và đi đến thống nhất.APEC hoạt động dựa trên sự nhất trí của các thành viên.Phải phù hợp với các nguyên tắc của WTO/GATT, thực hiện chế độ đa phương của WTO và đây không phải là một liên minh thuế quan hay một khu vực Tư do thương mại như AFTA hay NAFTA.
