Có nhiều sửa đổi quan trọng trong lĩnh vực xử phạt hóa đơn theo hướng có lợi hơn cho doanh nghiệp.
Chẳng hạn, giảm mức phạt tiền đối hành vi đặt in hóa đơn mà không ký hợp đồng in, từ mức 2 - 4 triệu đồng xuống còn 500.000 - 1,5 triệu đồng (Khoản 1 Điều 3)
