Một số quan điểm, định hướng lớn trong giai đoạn 5 năm kế tiếp được nêu cụ thể như sau:

(i) Phát huy lợi thế về kinh tế biển, thực hiện chuyển dịch cơ cấu kinh tế theo hướng tăng mạnh tỷ trọng dịch vụ, xác định phát triển công nghiệp, cảng biển, dịch vụ hậu cần cảng và dịch vụ du lịch là nhiệm vụ trung tâm.
(ii)Thực hiện mô hình kinh tế phát triển theo chiều sâu, có hiệu quả, bền vững, bảo vệ môi trường sinh thái và tài nguyên thiên nhiên.
(iii)Phát huy mạnh mẽ quyền làm chủ của nhân dân, mở rộng dân chủ trong xây dựng và thực thi thể chế, pháp luật, cơ chế, chính sách phát triển kinh tế - xã hội; bảo đảm quyền con người, quyền công dân; nâng cao chất lượng cuộc sống của nhân dân.
(iv)Xác định cán bộ chuyên môn, cán bộ quản lý các cấp, các ngành là nguồn nhân lực quan trọng, là yếu tố quyết định đến sự phát triển của tỉnh. Do đó, cần nâng cao chất lượng tuyển chọn, đào tạo, thử thách và bố trí cán bộ; có chính sách thu hút người tài; đẩy mạnh cải cách hành chính, trọng tâm là chế độ công vụ, công chức và tăng cường đối thoại với doanh nghiệp, người dân trong thực thi chính sách.
(v)Phát triển kinh tế - xã hội gắn với xây dựng nền quốc phòng toàn dân, an ninh nhân dân ngày càng vững chắc, bảo vệ chủ quyền biển, đảo, giữ vững ổn định chính trị, trật tự an toàn xã hội.

Results (English) 1:

Some perspective, bigger direction during the next five-year period is stated as follows:(i) promote the economic advantages of the sea, made restructuring the economy towards increasing the proportion of services, identify the industrial development, sea ports, port logistics and tourism services is the central task.(ii) Implementation of the economic development pattern in depth, to be effective, sustainable, ecological environment protection and natural resources.(iii) Promote strong mastery of the people, the democratic expansion in construction and institutional enforcement, legislation, policy, mechanisms of economic and social development; ensuring human rights, the rights of citizens; improving the quality of life of the people.(iv) Define professional officers, managers of the departments is an important human resources, is crucial to the development of the province. Therefore, the need to improve the quality of selection, training, truth, and officers; have policies to attract talent; speeding up administrative reform, the focus is public service, public servants and strengthening dialogue with business, people in the enforcement of the policy.(v) Social-economic development associated with the construction of civil defence, security people more firmly, protecting the sovereignty of the sea, the island, maintaining political stability, social order and safety.

Some perspective, major orientations in the next 5-year period specified as follows: (i) To promote the economic advantages of the sea, implement economic restructuring towards increased share of services , determines industrial development, seaport, port logistics and travel services are central tasks. (ii) Implementation of the economic development model in depth, efficiency, sustainability, security ecological environment and natural resources. (iii) vigorously promote the people's sovereignty, democratic expansion in the construction and implementation of institutional, legal, institutional, economic development policy - society; ensuring human rights and civil rights; improve the quality of life of the people. (iv) Identify technical staff, managers at all levels and sectors are important human resources, is the decisive factor in the development of the province. Therefore, it should improve the quality recruitment, training, challenges and staffing; have policies to attract talent; promote administrative reform, focusing on civil service regime, civil servants and increase dialogue with businesses, people in policy implementation.
