Chúng ta cần phải sử dụng hợp lý tài nguyên nước trong sản xuất cũng như trong sinh hoạt.
Trong sản xuất, nhất là sản xuất nông nghiệp, tiết kiệm nước cần được thực hiện về cả 3 phương diện: quy hoạch tưới tiêu hợp lý, xây dựng đồng ruộng có khả năng tăng cường giữ nước trong đất và tuyển lựa được các giống cây trồng có nhiều khả năng chịu hạn.
Xây dựng mới những hồ chứa có dung tích thích hợp nhằm tăng cường dòng chảy kiệt cho các hệ thống sông.
Xây dựng mới và nâng cấp các công trình tưới tiêu, giành thế chủ động tưới tiêu trên phần lớn diện tích canh tác nông nghiệp, vừa là giải pháp trước mắt vừa là giải pháp lâu dài phòng, chống hạn hán.
Ngoài ra, một giải pháp phòng chống hạn khác có hiệu quả lâu dài và bền vững là trồng rừng và bảo vệ rừng.
