Sở NN và PTNT sẽ tổ chức lựa chọn và ký hợp đồng với các đơn vị cung cấp dịch vụ kỹ thuật Nông nghiệp và xây dựng. Tư vấn Quản lý Chương trình thay mặt nhà tài trợ KOICA xem xét và chấp thuận đối với giá trị dự toán gói thầu, kế hoạch đấu thầu/chỉ định thầu, hồ sơ mời thầu, báo cáo đánh giá hồ sơ thầu. DARD thanh toán cho nhà thầu theo khối lượng công việc thực hiện thực tế.
5.Theo dõi và đánh giá
Trong quá trình thực hiện các hoạt động, Tư vấn Quản lý Chương trình tham gia theo dõi tiến độ thực hiện các hoạt động, khối lượng công việc, chất lượng giống/vật tư/công trình .Tùy theo các hoạt động đưa ra các chỉ số giám sát và đánh giá phù hợp. Thành lập các nhóm giám sát tại cộng đồng, tập huấn về GS và ĐG cho các bộ giám sát các cấp. Tư vấn phối hợp với cán bộ giám sát tổ chức GS và ĐG các hoạt động.
6.Quản lý tài chính
Sở NN và PTNT quản lý tài chính tiểu hợp phần tạo thu nhập, chịu trách nhiệm chi các hoạt động theo kế hoạch được duyệt. PMC giám sát và quyết toán

- Thành lập các tổ tiết kiệm và hỗ trợ tín dụng tiết kiệm cho phụ nữ (nếu có thể)
