Phải có sự đổi mới tư duy về huy động và sử dụng ODA.
Quy định rõ trách nhiệm cá nhân về từng dự án đồng thời công bố công khai tên những người chịu trách nhiệm.
Tổ chức việc giám sát của tổ chức quần chúng, hiệp hội chuyên ngành trong quá trình thực thi dự án.
Cũng đã đến lúc cần có một công trình nghiên cứu độc lập về các khía cạnh liên quan đến ODA nói chung và của từng nước nói riêng, chỉ ra những nhóm lợi ích liên quan đến ODA ở nước tài trợ và trong nước, các mặt lợi và bất lợi của ODA.
Từ đó đề xuất chiến lược sử dụng có chọn lọc ODA theo lộ trình giảm dần, tiến đến Việt Nam không cần ODA nữa và trở thành một quốc gia tài trợ ODA trong tương lai xa.

Results (English) 1:

Must have innovation thinking of mobilizing and utilizing ODA. Specify individual responsibility for each project at the same time publicly name those responsible. Organizing the monitoring of mass organizations, professional associations in the process of implementation of the project. Well the time has come to have an independent study of various aspects related to ODA in General and of each particular country, indicating the interest groups related to ODA in donor countries and in the water, the benefits and disadvantages of ODA. Since then suggest strategies to use selectively ODA according to the descending route, arrived in Vietnam do not need ODA again and became an ODA donor country in the far future.

Organize supervision of mass organizations, professional associations in the implementation of the project.
It was time to have an independent study about aspects related to ODA in general and of each particular country, pointing out the relevant interest groups ODA in donor countries and in countries, the advantages and disadvantages of ODA.
Since then propose strategies used selectively decreasing ODA route, proceed to Vietnam without ODA again and become a state Date ODA in the distant future.
