Cán bộ nhân sự phải truyền đạt chính sách và quy định thực hiện của cơ quan một cách rõ ràng với nhân viên ngay từ ngày đầu tiên. Cũng cần phải gửi thư để họ tham khảo khi cần. Hãy cho họ biết thật rõ ràng thời gian làm việc, các cấp quản lý, quy định trang phục, cơ cấu lương, thủ tục nghỉ phép, cơ cấu báo cáo... Như thế, sau này họ sẽ không viện cớ được. Hãy nói cho họ ngay từ đầu những điều họ cần đáp ứng và cơ quan rất nghiêm khắc với các quy định như đi làm đúng giờ, báo nghỉ... Nói rõ cho họ biết nếu họ bị bắt quả tang đang ngủ trong giờ làm việc hay mắc sai phạm như ăn cắp hay tuồn thông tin mật ra ngoài, họ sẽ bị đuổi ra khỏi của ngay ngày hôm sau.
