Chưa hướng dẫn người dân các biện pháp giữ gìn sức khỏe, vệ sinh môi trường trong trường hợp xảy ra thiên tai. Chưa có các biện pháp cụ thể giúp công nhân vệ sinh môi trường có thể tiếp cận các điểm dân cư bị ngập lụt để thu gom được rác thải.
