Xuất phát từ truyền thuyết về một bà lão nói với mọi người rằng “Rồi đây sẽ có một vị vua đến lập chùa để tụ linh khí, làm bền long mạch cho nước non hùng vĩ. Chính vì thế năm 1601 chúa Nguyễn Hoàng đã cho xây dựng ngôi chùa nằm trên đồi Hà Khê, tản ngạn Sông Hương lấy tên là Thiên Mụ.
