Năm 2006, sau khi Nghị định 08/2005/NĐ-CP được ban hành, thành phố triển khai đồ án TKĐT đầu tiên là TKĐT trục Nam Kỳ Khởi Nghĩa – Nguyễn Văn Trỗi. Mặc dù, cho đến nay đồ án này vẫn chưa được phê duyệt, nhưng đây là tiền đề cho các đồ án QHPK và cơ sở tham khảo cho các đồ án TKĐT sau này. Khi Luật Quy hoạch được ban hành, thành phố đã tổ chức lập ba đồ án TKĐT riêng tỷ lệ 1/2000 cho ba trục đường Phạm Văn Đồng, Mai Chí Thọ - Võ Văn Kiệt và Xa Lộ Hà Nội; ba đồ án này đã được phê duyệt và triển khai thực hiện.
