Nếu so sánh với ngành công nghiệp và dịch vụ, thương mại, ngành nông nghiệp không được coi như là thế mạnh của tỉnh Bà Rịa Vũng Tàu. Tuy nhiên, với đường bờ biển kéo dài, ngư nghiệp của tỉnh lại laà ngành có nhiều lợi thế, tiềm năng để phát triển.
Về nông nghiệp nói chung, tỉnh có chủ trương hạ tỷ trọng ngành trồng trọt, nâng cao tỷ trọng ngành chăn nuôi trong cơ cấu nông nghiệp. Trồng trọt sẽ phát triển chủ yếu trên cơ sở chuyển đổi cơ cấu cây trồng, ứng dụng khoa học công nghệ, tăng năng suất lao động và nâng cao giá trị sản phẩm. Chăn nuôi sẽ phát triển theo định hướng chăn nuôi heo và gia cầm, áp dụng những mô hình chăn nuôi kiểu mới với hiệu quả kinh tế cao.
Về lâm nghiệp, tập trung trồng mới rừng phòng hộ, nâng cao chất lượng phục hồi rừng sau bão.
Về ngư nghiệp, phát triển đoàn tàu đánh cá xa bờ, triển khai các hoạt động hỗ trợ phát triển nuôi trồng thủy sản. Đầu tư xây dựng Hạ tầng kỹ thuật 02 khu chế biến hải sản tập trung tại xã Lộc An, huyện Đất Đỏ và xã Bình Châu, huyện Xuyên Mộc, dự kiến hoàn thành năm 2016; chuẩn bị các thủ tục đầu tư để tiếp tục xây dựng khu chế biến hải sản tại phường 12, thành phố Vũng Tàu, hướng đến phát triển chế biến hải sản bền vững, bảo vệ môi trường
