Về mặt khách quan, kinh tế đất nước đã trì trệ trong thời kỳ liên tục 5 năm (từ 2 quý cuối 2009 đến cuối 2014) và thị trường lao động đương nhiên cũng suy thoái theo. Trong tình hình như vậy, việc sinh viên tốt nghiệp đại học, cao đẳng, ra trường khó kiếm việc làm, bổ sung thêm vào đội ngũ thất nghiệp là điều có thể hiểu.
Về mặt chủ quan, thời kỳ đó cũng là thời kỳ bùng nổ việc thành lập hàng loạt trường ĐH, nâng cấp hằng loạt trường từ cao đẳng lên đại học, thành lập một số đại học địa phương. Quá trình thành lập trường này đã không trên cơ sở dự báo tốt về tình hình kinh tế, dựa trên con số thống kê chủ quan, thiếu kiểm chứng về nhu cầu thị trường lao động và nhu cầu xã hội. Hệ quả là nguồn cung người tốt nghiệp vượt cầu.
Thứ hai, nhiều trường ĐH thành lập nhiều năm nay nhưng chất lượng đào tạo vẫn kém cùng cách quản lý hành chính không củng cố được chất lượng.
Nhiều trường đi vào hoạt động chỉ có vài chục giảng viên cơ hữu và không có lấy một cơ sở nào đàng hoàng, hệ thống quản lý lại theo lối cũ.
