Ở Việt Nam, Pháp lệnh Ngân hàng ban hành ngày 23/5/1990 xác định : “ Ngân hàng thương mại là một tổ chức kinh doanh tiền tệ mà hoạt động chủ yếu và thường xuyên là nhận tiền gửi từ khách hàng với trách nhiệm hoàn trả và sử dụng số tiền đó để cho vay, thực hiện các nghiệp vụ chiết khấu và làm phương tiện thanh toán’’
