TDA TB Nghi Xuyên

I. THÔNG TIN CƠ BẢN VỀ TIỂU DỰ ÁN:
1. Tên tiểu dự án: Trạm bơm Nghi Xuyên, huyện Khoái Châu, tỉnh Hưng Yên.
2. Chủ đầu tư: Ban Quản lý Trung ương các Dự án Thủy lợi (CPO).
3. Mục tiêu và nhiệm vụ của TDA: (i) Chủ động tiêu úng cho 8.274 ha (ra sông Hồng) diện tích thuộc tiểu vùng Châu Giang gồm các xã: Bình Minh, Yên Phú, Yên Hoà, Dạ Trạch, Tân Dân, Hàm Tử, An Vĩ, Tứ Dân, Đông Kết, Ông Đình, Bình Kiều, Liên Khê, Phùng Hưng, Đại Hưng, Thuần Hưng, Chí Tân, Thành Công và thị trấn Khoái Châu, huyện Châu Giang tỉnh Hưng Yên; Kết hợp bơm tưới tiếp nguồn cho hệ thống Bắc Hưng Hải với lưu lượng Q=20m3/s (sau khi xây dựng cống qua đê lấy nước từ sông Hồng vào bể hút trạm bơm); và (iii) Góp phần cải thiện môi trường sinh thái.
4. Thời gian thực hiện: Bắt đầu năm 2010 và hoàn thành trước 30/6/2016.
5. Tổng mức đầu tư: 532.528.991.000 đồng (Quyết định số 757/QĐ-BNN-TCTL, ngày 09/3/2015 của Bộ Nông Nghiệp và PTNT Phê duyệt TDA đầu tư xây dựng trạm bơm Nghi Xuyên). Chi tiết xem Bảng 1: Tổng mức đầu tư TDA dưới đây.
I. TÌNH HÌNH THỰC HIỆN
1. Công tác chuẩn bị đồ án thiết kế kĩ thuật:
Để có thể triển khai sớm TDA, công chuẩn bị công tác kỹ thuật được thực hiện từ tháng 10 năm 2010 trước khi ký Hiệp định vay ADB và AFD.
Sau khi có Quyết định phê duyệt dự án đầu tư của Dự án , ngày 14/6/2012 Bộ NN và PTNT đã phê duyệt TDA đầu tư xây dựng .
Từ tháng 1/2011 đến 8/2012, đã hoàn thành công tác khảo sát xây dựng, phương án cấp điện cho trạm bơm, hồ sơ thiết kế BVTC và tổng dự toán.
Đánh giá chung về công tác chuẩn bị kỹ thuật: Hồ sơ kỹ thuật được chuẩn bị tương đối tốt, Tư vấn giao nộp đồ án đúng tiến độ.

2. Công tác đền bù và tái định cư:
a. Tóm tắt quá trình thực hiện công tác đền bù tái định cư; khó khăn và thuận lợi:
TDA trạm bơm Nghi Xuyên được xây mới, ước tính tổng diện tích đất được sử dụng là 18,18ha , trong đó sử dụng vĩnh viễn 13,34ha và sử dụng tạm thời 3,84ha. Chi phí đền bù, giải phóng mặt bằng ước tính trên 29,1 tỷ đồng bằng 5% tổng mức đầu tư.
Nhận thức tính phức tạp và khẩn trương của công tác đền bù giải phóng mặt bằng, Chủ đầu tư đã phối hợp tốt với chính quyền địa phương để thực hiện.
- Ngày 31/5/2011 UBND huyện Khoái Châu thành lập Hội đồng giải phóng mặt bằng xây dựng công trình trạm bơm Nghi Xuyên;
- Tháng 06/2012 Hội đồng GPMB tiến hành kiểm đếm xác định diện tích đất đai, tài sản gắn kiền trên đất tháng;
- Tháng 8/2012 lập phương án bồi thường và hỗ trợ;
- Ngày 10/2012 UBND huyện Khoái Châu đã phê duyệt phương án bồi thường, hỗ trợ;
- Từ ngày……tháng….năm…, bắt đầu chi trả cho những hộ bị ảnh hưởng và ngày…..tháng…..năm…… kết thúc quá trình chi trả bồi thường và hỗ trợ.
b. Sự tuân thủ các yêu cầu về chính sách an toàn của ADB và các chính sách tái định cư của Chính phủ Việt Nam trong quá trình thực hiện công tác đền bù, tái định cư:
- Theo qui định của Chính phủ, chính quyền địa phương cụ thể UBNH huyện Khoái Châu chịu trách nhiệm thành lập Hội đồng bồi thường, hỗ trợ và tái định cư (sau đây gọi tắt là Hội đồng) để thực hiện công tác bồi thường và hỗ trợ cho những hộ bị ảnh hưởng của TDA. Chủ đầu tư TDA đã phối hợp chặt chẽ với Hội đồng trong quá trình thực hiện.
- TDA có 137 hộ bị ảnh hưởng sinh sống ở xã Thành Công, Chí Tân.
- Trong quá trình thực hiện công tác bồi thường và hỗ trợ, Hội đồng đã tuân thủ đầy đủ các yêu cầu về chính sách an toàn của ADB và các chính sách tái định cư của Chính phủ Việt Nam, bao gồm tổ chức tham vấn cộng đồng, đo đạc kiểm đếm chi tiết, xác định giá đất và tài sản, phổ biến thông tin, cập nhật các Kế hoạch tái định cư (RP) sau khi có thiết kế chi tiết trình ADB xem xét. Sau khi được ADB chấp nhận, Hội đồng đã tiến hành lập phương án bồi thường chi tiết cho TDA theo các yêu cầu và qui định của Chính phủ và của tỉnh. Phương án bồi thường chi tiết được UBND huyện phê duyệt và làm cơ sở cho việc bồi thường và hỗ trợ cho người dân. Mọi thắc mắc khiếu nại của người dân đã được giải quyết kịp thời ngay ở cấp xã và không có tồn đọng về khiếu nại. Các phàn nàn khiếu nại chủ yếu liên quan tới mức độ chính xác về số liệu kiểm đếm chi tiết đã được Hội đồng giải thích và chỉnh sửa.
c. Kết quả công tác đền bù tái định cư:

3. Công tác đấu thầu và thực hiện hợp đồng xây lắp:
a) Công tác đấu thầu do CPMU thực hiện:
TDA có 06 gói thầu, trong đó có 2 gói thầu ICB, do CPMU tổ chức thực hiện gồm:
- 03 gói thầu tư vấn.
o Gói 4: Khảo sát, lập TKKT – BVTC trạm bơm. Tổng giá trị hợp đồng (kể cả bổ sung) 10.817 triệu VND;
o Gói 26: Mô hình thủy lực cửa ra kênh xả TB Nghi Xuyên. Tổng giá trị hợp đồng (kể cả bổ sung) 2.971 triệu VND;
o Gói 03/NX-HY: Giám sát thi công xây dựng và lắp đặt thiết bị.
- 03 gói thầu xây lắp.
o Gói 01/NX-HY: Xây dựng trạm bơm Nghi Xuyên (gồm 2 lô) có tổng giá trị (kể cả bổ sung): 222.191 triệu VND
o Gói 02/NX-HY: Cung cấp và lắp đặt thiết bị máy bơm, động cơ và tủ điện. Tổng giá trị hợp đồng (kể cả bổ sung) 171.596

TDA TB Nghi Xuyen

I. BACKGROUND INFORMATION ON THE STATE OF THE PROJECT:
1. Subproject name: Nghi Xuyen pumping station, Khoai Chau District, Hung Yen Province.
2. Owner: Central Management Board of Irrigation Project (CPO).
3. Objectives and tasks of the subprojects: (i) Actively drainage for 8274 hectares (Red River) area of the Pearl River Delta includes the communes of Binh Minh, Phu Yen, Yen Hoa, Da Trach, Tan Dan and Ham death, An Wei, Four People, Eastern contractors, Mr. Dinh, Binh Kieu Lien Khe, Phung Hung, Daxing, Thuan Hung, Zhixin, Success and Khoai Chau town, Chau Giang district, Hung Yen province; Combining next irrigation source for Bac Hung Hai system with flow Q = 20m3 / s (after the construction of culvert to drain the Red River to suction pump stations); and (iii) Contribute to the improvement of ecological environment.

I. PERFORMANCE
1. The preparation technical design plan:
To be able to deploy soon TDA, the preparation of technical work was carried out from October 2010 before signing the loan agreement by ADB and AFD.
After obtaining approval decision approval of investment projects of the project, dated 14/6/2012 MARD has approved construction investment subprojects.
From 1/2011 to 8/2012 month, has completed the construction survey, plan power supply for pumping stations, construction drawing design dossier and the total cost estimate.
An overall assessment of the technical preparatory work: technical dossier relatively well prepared, handing blueprints advice on schedule.

2. The compensation and resettlement:
a. Summarizing the implementation of compensation and resettlement; difficulties and advantages:
TDA Nghi Xuyen pumping station was constructed, estimated total area of land used is 18,18ha, which uses 13,34ha permanent and temporary use 3,84ha. Costs for compensation and site clearance on 29.1 billion estimated 5% of the total investment.
Recognizing the complexity and urgency of the work of land clearance compensation, investors have good coordination with local governments to implement.

b. Compliance with the requirements of ADB's safeguard policies and resettlement policies of the Government of Vietnam in the process of implementation of compensation and resettlement:
- According to the regulations of the Government, local authorities UBNH specific way responsible Khoai Chau district established the Council for compensation, support and resettlement (hereinafter referred to as the Council) to carry out the compensation and assistance to households affected by TDA .
