Căn cứ vào nhiệm vụ được giao, phòng dự án (hoặc đơn vị được phân công) lập kế hoạch đấu thầu (BM/DA-04-01) và trình Tổng Giám đốc hoặc Phó Tổng Giám đốc được ủy quyền phê duyệt. Nếu là các gói thầu lớn thuộc thẩm quyền phê duyệt của Chủ tịch Hội đồng Quản trị thì phải kèm theo tờ trình phê duyệt kế hoạch đấu thầu do Tổng Giám đốc ký (BM/DA-04-02).
Kế hoạch đấu thầu phải thể hiện đầy đủ các nội dung: phân chia gói thầu, tên gói thầu, tên dự án có liên quan, giá trị gói thầu, hình thức lựa chọn nhà thầu, phương thức thực hiện, thời gian tổ chức đấu thầu, thời gian thực hiện hợp đồng, loại hợp đồng và nguồn vốn, v.v.

Hình thức lựa chọn nhà thầu bao gồm: đấu thầu rộng rãi, đấu thầu hạn chế, chào giá cạnh tranh, chỉ định thầu, mua sắm trực tiếp, tự thực hiện hoặc mua sắm đặc biệt
