Theo cam kết nêu tại Văn kiện gia nhập WTO của Việt Nam thì Việt Nam chỉ cam kết giảm thuế nhập khẩu đối với xe ô tô đã qua sử dụng không quá 05 năm thuộc các nhóm 8702, 8703, 8704 với mức cắt giảm theo mức thuế phần trăm hoặc hỗn hợp (ví dụ: mức 200% hoặc mức 150% + 10.000USD, lấy theo mức thấp nhất; hoặc X + 10.000USD, X + 15.000USD trong đó X là mức thuế suất cam kết của các dòng thuế ô tô mới thuộc Chương 87 tại thời điểm gia nhập hoặc tại các thời điểm sau đó).
