Mục tiêu quy hoạch chung là phát triển ngành nhựa Việt Nam thành ngành công nghiệp tiên tiến, sản xuất được những sản phẩm chất lượng cao, đa dạng hóa về chủng loại, mẫu mã, có tính cạnh tranh cao, thân thiện với mô trường, đáp ứng nhu cầu của thị trường trong nước, có khả năng xuất khẩu những sản phẩm có giá trị gia tăng cao với sản lượng ngày càng cao.
Cụ thể đặt mục tiêu tỷ trọng trong ngành nhựa so với toàn ngành công nghiệp đến năm 2015 đạt 5%, đên năm 2020 đạt 5,5% và tăng lên 6% vào năm 2025. Đến năm 2015, sản lượng các sản phẩm ngành nhựa đạt 7,5 triệu tấn đến năm 2020 đạt 12,5 triệu tấn.
Mục tiêu kim ngạch xuất khẩu tới năm 2015 là 2,15 tỷ USD, đến năm 2020 là 4,3 tỷ USD với tốc độ tăng trưởng khoảng 15%.
Một trong những định hướng phát triển của ngành nhựa Việt Nam là khuyến khích đầu tư sản xuất khuôn mẫu, phụ tùng, thiết bị cho ngành, khuyến khích phát triển mạnh công nghiệp xử lí phế liệu, phế thải ngành nhựa.
Ngoài ra, Hiệp hội Nhựa Việt Nam đang phối hợp với Tập đoàn Dầu khí Việt Nam và Tổng công ty Hóa chất Việt Nam xây dựng dự án đầu tư các nhà máy sản xuất nguyên liệu có công suất: 300.000 tấn PE/năm, 140.000 tấn PP/năm và 60.000 tấn PS/năm. Sau khi hoàn thành, khả năng sản xuất nội địa có thể đáp ứng từ 50% - 60% nhu cầu về nguyên liệu thô cho ngành nhựa.
Thách thức lớn nhất mà các doanh nghiệp nhựa đang phải đối đầu là việc cung cấp nguyên liệu phụ thuộc phần lớn vào nhập khẩu và sự biến động liên tục về giá nguyên liệu. Do đặc điểm hầu hết các loại nguyên liệu nhựa được sản xuất từ dầu mỏ và khí đốt nên giá nguyên liệu nhựa chịu tác động trực tiếp từ giá các mặt hàng này.
Kết luận: Dựa vào phân tích môi trường vĩ mô, vi mô, phân tích ngành và dưới quan điểm đầu tư là ưa mạo hiểm và chấp nhận rủi ro. Nhóm chúng tôi thấy ngành bất động sản đang là ngành có nhiều tiềm năng, còn ngành nhựa thì có ít rủi ro và kỳ vọng tăng trưởng lợi nhuận trong tương lai cao. Trong đó hai công ty thứ nhất là tập đoàn Vingroup và công ty cổ phần Bao bì dầu thực vật là hai công ty tiêu biểu nhất nên chúng tôi quyết định đàu tư vào hai loại cổ phiếu này.
