Thứ tự các bước như sau: Chương trình giáo dục phổ thông tổng thể; dựa vào đó ban hành các chương trình môn học; rồi mới biên soạn bộ đề cương SGK.

Dự kiến đến năm học 2018 - 2019 sẽ có 3 bộ sách của lớp 1, 6 và 10 đưa vào dạy học; sau đó tiếp tục làm cuốn chiếu để đến năm học 2022-2023, toàn bộ chương trình SGK mới được triển khai đại trà trên toàn quốc.

Nói rõ hơn về chương trình - SGK mới, Thứ trưởng Nguyễn Vinh Hiển cho biết: Chương trình mới nhằm mục tiêu định hướng phát triển phẩm chất, năng lực học sinh.

Chương trình này sẽ phân hóa rõ giai đoạn cơ bản (tiểu học, THCS) và giai đoạn định hướng nghề nghiệp (THPT).

Trong đó, chương trình tiểu học được thiết kế với thời lượng 2 buổi/ngày; chương trình THCS và THPT thiết kế với thời lượng 1 buổi/ngày.
Đáng lưu ý, việc tổ chức học tập ở khối THPT vì vậy cũng sẽ khác rất nhiều so với hiện nay. Chương trình sẽ được xây dựng theo tinh thần "phân hóa kết hợp với tự chọn".
