Ngày 13/11/2015, Bộ Khoa học và Công nghệ ban hành Thông tư 23/2015/TT-BKHCN quy định việc nhập khẩu máy móc, thiết bị, dây chuyền công nghệ đã qua sử dụng. Theo đó, thiết bị đã qua sử dụng được nhập khẩu khi đáp ứng các tiêu chí sau:
- Tuổi của thiết bị không vượt quá 10 năm.
- Được sản xuất theo tiêu chuẩn phù hợp với quy định của Quy chuẩn kỹ thuật Quốc gia (QCVN) hoặc Tiêu chuẩn Quốc gia của Việt Nam (TCVN) hoặc phù hợp với Tiêu chuẩn của các nước G7 về an toàn, tiết kiệm năng lượng và bảo vệ môi trường.
Trường hợp thiết bị đã qua sử dụng có tuổi vượt quá 10 năm nhưng doanh nghiệp cần thiết phải nhập khẩu để bảo đảm duy trì hoạt động sản xuất, kinh doanh, căn cứ hồ sơ và kiến nghị của doanh nghiệp, Bộ Khoa học và Công nghệ phối hợp với các Bộ, ngành xem xét, quyết định.
Thông tư 23/2015/TT-BKHCN sẽ có hiệu lực ngày 01/07/2016.

On 13/11/2015, the Ministry of science and technology issued circular 23/2015/TT-BKHCN regulating the import of machinery, equipment, technological lines used. Accordingly, the equipment used was imported when meet the following criteria:-Age of the equipment does not exceed 10 years.-Manufactured according to standards consistent with the provisions of the national technical regulation (QCVN) or the national standard of Vietnam (TCVN) or match the standards of the G7 countries in terms of safety, save energy and protect the environment.The case used equipment has age in excess of 10 years, but businesses need to import to ensure the maintenance of production activity, the business, the base profile and recommendations of enterprises, the Ministry of science and technology in collaboration with the ministries to review the decision.Circular 23/2015/TT-BKHCN will take effect on July 1, 2016.
