1. Xây dựng nhà máy sửa chữa và đóng mới tầu cá (chủ yếu là tầu vỏ thép)
2. Tập trung kinh phí đóng mới 200 tầu vỏ thép hiện đại và 20 tầu hậu cần phục vụ Ngư trường Biển Đông.
3. Xây dựng 6 xưởng tại 6 tỉnh Miền Trung Trung bộ với nhiệm vụ: Thu mua, chế biến và bảo quản Đông lạnh. Cung cấp Vật tư thiết bị ngư cụ, bảo dưỡng sửa chữa nhỏ cho tầu cá khi cập bờ.
