Các nhà hoạch định chính sách của Việt Nam đã thể hiện sự ủng hộ mạnh mẽ về chính sách và các quy định đối với sự phát triển của các dự án năng lượng tái tạo nói chung. Thủ tướng Chính phủ Quyết định số 1208 / QĐ-TTg ngày 21 tháng 07 năm 2011 về việc phê duyệt Quy hoạch phát triển điện lực quốc gia giai đoạn 2011 - 2020 với một triển vọng đến năm 2030 (Quy hoạch điện VII): Để cung cấp đủ điện cho nhu cầu trong nước, sản xuất và nhập khẩu điện sẽ là 194 - 210 tỷ kWh vào năm 2015; 330 - 362 tỷ kWh vào năm 2020; và 695 - 834 tỷ kWh vào năm 2030. Ưu tiên sẽ được trao cho sự phát triển các nguồn năng lượng tái tạo cho sản xuất điện, tăng tỷ lệ điện năng sản xuất từ nguồn năng lượng từ 3% tổng sản lượng điện trong năm 2010 lên tới 5,6% trong năm 2020 và 9,4% trong năm 2030.

The Vietnam's policy makers have expressed strong support on policy and regulations for the development of renewable energy projects in General. The Prime Minister's decision No. 1208/QĐ-TTg dated 21 July 2010 approving the planning of the national electricity development period 2011-2020 with an Outlook to 2030 (power VII planning): To provide enough electricity for domestic demand, production and import of electricity will be 194-210 billion kWh in 2015; 330-362 billion kWh by 2020; and 695-834 billion kWh in 2030. Priority will be given to the development of renewable energy sources for electricity production, increasing the rate of production of electricity from energy sources from 3% of the total power output in 2010 up to 5.6% in the year 2020 and 9.4% in 2030.

Prime Minister's Decision No. 1208 / QD-TTg dated 21 May 07, 2011 on the approval of planning national electricity development phase from 2011 to 2020 with an outlook until 2030 (Electricity Planning VII): To provide enough electricity for domestic needs, production and import of electricity will be 194-210 billion kWh in 2015; 330-362 billion kWh in 2020; and 695-834 billion kWh in 2030. Priority will be given to the development of renewable energy sources for electricity production, increasing the proportion of electricity produced from these energy sources from 3% of total electricity production in the years 2010 came to 5.6% in 2020 and 9.4% in 2030.
