Trong 4 xã được lựa chọn, các xã đã đề xuất 15 thôn để tham gia chương trình và hiện nay PMC đã mời viện Quy Hoạch và Thiết Kế Nông Nghiệp (NIAPP) hỗ trợ thực hiện công tác đánh giá và lựa chọn 8 thôn điểm. PMC đã phối với NIAPP, Sở NN và PTNT, ban ODA, Hội Phụ Nữ tỉnh tiến hành điều kiện tự nhiên, kinh tế và xã hội của các thôn, phỏng vấn cán bộ thôn, xã và phỏng vấn các hộ dân sau đó tổng hợp kết quả, căn cứ vào mức độ đáp ứng tiêu chí lựa chọn thôn điểm để đưa ra danh sách các thôn và tiến hành tổ chức hội thảo để thống nhất danh sách 8 thôn điểm tham gia Chương Trình Hạnh Phúc Lao Cai.

PMC has collaborated with NIAPP, DARD, ODA Committee, Provincial Relief Society conducting natural conditions, economic and social aspects of the village and interviewed village officials, social and household interview then total the results, based on the level of satisfaction of criteria for selecting villages to give a list of villages and conducted workshops to agree lists eight participating villages of Lao Cai Happiness Program.
