On average each year of law enforcement forces, Vietnam detected over 20 thousand under the crime of drug trafficking. The number of people addicted to narcotics now according to statistics about 200 thousand people addicted to have records management. The real numbers can be much larger. The relationship of keeping crime on narcotics and drug addiction situation is the relationship that "supply"-"the bridge". Good deal either content will have a positive impact on the remaining aspects. Solve the problem of "drug addiction" is a difficult issue, complicated and long. HIV-infected drug addicts is the concern of society. In the prevention of drug addiction and HIV then the role of the law enforcement forces hold an important position in important preventive, care and treatment for addicts.
