Trong những năm gần đây, tình hình tội phạm về ma tuý và tình trạng nghiện ma tuý đẫ và đang diễn biến phức tạp. Bình quân mỗi năm lực lượng thực thi pháp luật Việt Nam phát hiện khoảng trên dưới 20 nghìn vụ phạm tội về ma tuý. Số người nghiện các chất ma tuý hiện nay theo thống kê khoảng 200 nghìn người nghiện có hồ sơ quản lý. Thực tế con số này có thể lớn hơn rất nhiều. Mối quan hệ giữ tội phạm về ma tuý và tình trạng nghiện ma tuý là mối quan hệ “cung” – “cầu”. Giải quyết tốt một trong hai nội dung sẽ có tác động tích cực đến khía cạnh còn lại.
Giải quyết vấn đề “nghiện ma tuý” là một vấn đề khó khăn, phức tạp và lâu dài. Nghiện ma tuý tác động đến nhiều lĩnh vực của đời sống xã hội, gây ra những hệ luỵ khác như: gia tăng tội phạm hình sự, gia tăng tệ nạn mại dâm, gia tăng dịch bệnh, đặc biệt là các căn bệnh xã hội như HIV/AIDS.
Người nghiện ma tuý bị nhiễm HIV đang là mối quan tâm của xã hội. Họ là một trong những nguồn lây nhiễm phổ biến hiện nay, cho dù là vô tình hay cố ý để lây nghiễm cho người khác thì cũng là mối đe doạ nguy hiểm cho xã hội.
Trong công tác phòng, chống nghiện ma tuý và HIV thì công vai trò của lực lượng thực thi pháp luật giữ một vị trí quan trọng trọng dự phòng, chăm sóc và điều trị HIV cho người nghiện. Để giúp cho lực lượng thực thi pháp luật có thêm những kiến thức về công tác này, UNODC phối hợp với Học viện Cảnh sát nhân dân biên soạn tập tài liệu: “Vai trò của lực lượng thực thi pháp luật trong dự phòng, chăm sóc và điều trị HIV cho người sử dụng ma túy”
Tập tài liệu tập huấn dầy 80 trang gồm những nội dung cơ bản sau:
Kiến thức cơ bản về nghiện ma tuý và HIV/AIDS
Điều trị nghiện ma tuý và dự phòng HIV cho người sử dụng ma tuý
An toàn nghề nghiệp cho lực lượng Cảnh sát nhân dân trong thực thi nhiệm vụ đối với đối tượng sử dụng ma tuý nhiễm HIV
Gói chăm sóc và điều trị toàn diện cho người sử dụng ma tuý
Vai trò của Bộ Công an, Bộ Y tế và tách nhiệm của lực lượng Cảnh sát điều tra tội phạm về ma tuý trong hoạt động phòng chống nghiện ma tuý và lây nhiễm HIV
Mối quan hệ phối hợp giữa lực lượng Cảnh sát nhân dân và các cơ quan Nhà nước, tổ chức xã hội trong phòng, chóng nghiện ma tuý và lây nhiễm HIV
Bộ tài liều này biên soạn nhằm trang bị cho lực lượng thực thi pháp luật những kiến thức cơ bản, cần thiết nhất trong quá trình công tác. Giúp cho cán bộ có những kiến thức cơ bản vè nghiện ma tuý, HIV và dự phòng, chăm sóc người nhiễm HIV cũng như những kiến thức liên quan khác về phòng chống nghiện ma tuý và lây nhiễm HIV.
Đây là tài liệu được biên tập bởi những người giàu kinh nghiệm đã từng nghiên cứu, giảng dạy trong lĩnh lực này từ nhiều năm nay. Tài liệu được kế thừa, phát triển bổ sung từ những nguồn đáng tin cậy của UNODC và của Khoa Nghiệp vụ Cảnh sát PCTP về ma tuý – Học viện Cảnh sát nhân dân.
Hy vọng với những kiến thức được trang bị trong tài liệu mà quý vị có trong tay, nó sẽ là cẩm nang hữu ích cho quá trình công tác của mình.
Qua đây, chúng tôi xin bày tỏ sự cảm ơn chân thành đến Cơ quan Phòng chống ma túy và tội phạm của Liên hợp quốc (UNODC) đã hỗ trợ ngân sách, cung cấp tài liệu nguồn và cử cán bộ kỹ thuật cùng tham gia quá trình biên soạn tài liệu. To assist law enforcement with more knowledge about this work, UNODC in collaboration with the People's Police Academy compiled booklet: "The role of law enforcement in the prevention, care HIV care and treatment for drug users'
training booklet contains 80 pages thick basic content:
