Đề tài này được thực hiện từ tháng 3/2016 đến tháng 9/2016 nhằm mục đích đánh giá hiện trạng chính sách giao khoán đất và hiện trạng sử dụng tài nguyên của các hộ dân nhận khoán đất tại Trung tâm Nông nghiệp Mùa Xuân (TTNNMX) thông qua khảo sát thực tế 105 hộ, trong đó 35 hộ trồng lúa 3 vụ (vụ lúa Hè Thu), 35 hộ trồng mía và 35 hộ trồng tràm. Vì trong TTNNMX chỉ giao khoán đất cho người dân sản xuất lúa và mía, không giao khoán đất cho người dân trồng tràm nên đề tài khảo sát thực tế 35 hộ dân trồng tràm bên ngoài để so sánh và đối chiếu với hiện trạng canh tác tràm trong Trung tâm. Bên cạnh đó, phỏng vấn cán bộ trong Trung tâm về hiện trạng chính sách giao khoán đất rừng cho người dân nhằm bảo vệ và phát triển rừng.
