Đối với trường hợp cơ quan chủ quản đã trình Đề cương chương trình, dự án, phi dự án nhưng chưa được phê duyệt Danh mục tài trợ theo quy định tại Nghị định số 38/2013/NĐ-CP, cơ quan chủ quản xây dựngBáo cáo nghiên cứu tiền khả thi hoặc Báo cáo đề xuất chủ trương đầu tư chương trình, dự án, phi dự án sử dụng vốn ODA, vốn vay ưu đãi trên cơ sở Đề cương chương trình, dự án, phi dự ánvà thực hiện các bước như quy định tại Điều 9 của Thông tư này
