Ngành thép nhiều nước trên thế giới được Nhà nước bảo hộ, do thép được coi là nguyên vật liệu quan trọng nhất trong việc xây dựng cơ sở hạ tầng phát triển đất nước. Việt Nam chưa xây dựng cơ chế chính sách bảo hộ ngành thép Việt, các doanh nghiệp thép Việt khó có thể cạnh tranh được với doanh nghiệp nước ngoài do lịch sử phát triển ngành thép nước ngoài phát triển lâu đời hơn, có trình độ kỹ thuật hiện đại.
