* BQL gửi thông báo tới các Phòng B

* BQL gửi thông báo tới các Phòng Ban liên quan về việc kiểm tra công tác chuẩn bị phòng chống lụt bão tại Toà nhà. Đồng thời họp các Phòng Ban liên quan để cập nhật tình hình, đưa ra các chỉ đạo trực tiếp. Ngoài ra, BQL cũng lập Đoàn kiểm tra để kịp thời nhắc nhở, chấn chỉnh công tác chuẩn bị của các Phòng Ban, xử lý kịp thời các nguy cơ gây lụt lội hoặc hư hại đến trang thiết bị & Toà nhà trong trường hợp mưa bão tràn về; Cập nhật hình diễn tiến cơn bão, lập Lịch trực PCBL, và yêu cầu các Phòng Ban liên quan gửi DS trực PCBL tới BQL Toà nhà.
* Khi được thông báo về khả năng xảy ra bão nhiệt đới, các biện pháp đề phòng sau đây cần được áp dụng nhưng không giới hạn khi cần thiết để đảm bảo an toàn cho bản thân và tài sản chung của Khách thuê & Toà nhà:
- BQL Toà nhà gửi Công văn thông báo về thông tin dự báo về cơn bão, đưa ra các nhắc nhở khuyến cáo cho Cư dân cũng như các Căn hộ đang thi công HTNT nhằm chủ động phòng ngừa khi bão về.
- Bộ phận Vệ sinh & Làm sạch (Cty Hiếu Thiện Nhân) cần kiểm tra toàn bộ các miệng thoát nước & đảm bảo không bị chặn (Tránh ngập nước); Đảm bảo các rãnh thoát nước trong tầng hầm được kiểm tra & nạo vét, các đường thoát đi dưới dầm không bị tắc hoặc có nguy cơ thoát nước kém, các rãnh thoát trên sân vườn được kiểm tra nhằm tránh dồn tắc do lá cây & rác...
- Phòng An ninh kiểm tra & chuẩn bị các bao cát phòng khi ngập lụt, các chăn chiên chống lụt, các vật dụng hỗ trợ như đèn pin, ủng, áo mưa...; tuần tra kiểm soát trước, trong & sau bão nhằm đảm bảo phát hiện các nguy cơ cũng như phối hợp xử lý kịp thời.
- Phòng Kỹ thuật kiểm tra toàn bộ hệ thống bơm chống lụt, các bơm cưỡng bức… kiểm tra nhiên liệu máy phát điện đề phòng trường hợp sự cố mất điện lưới khi bão về…; kiểm tra các vị trí phòng máy, các vị trí có nguy cơ gây ngập lụt; kiểm tra các vị trí khu vực chung theo Checklist công việc hàng ngày nhằm đảm bảo an toàn vận hành & linh hoạt ứng phó sự cố.
- Phụ trách HCNS chuẩn bị giao phát các đồ dùng thiết bị phục vụ PCBL trong kho như Áo mưa, ủng, đèn pin, dây chằng buộc…; dựa vào lịch trực PCBL đã được phê duyệt bởi BQL Toà nhà, gửi Đề xuất mua thực phẩm phục vụ trực PCBL của CBNV Toà nhà.
* Khi bão về, các Phòng Ban liên quan trực & tiến hành kiểm tra, xử lý theo trách nhiệm tại từng khu vực, vị trí làm việc, và theo điều động của BQL Toà nhà. Mọi hoạt động & xử lý công việc trong thời gian ban ngày sẽ do GĐQL Toà nhà & Kỹ sư trưởng/ Trưởng phòng An ninh điều phối. Riêng ca trực PCBL đêm sẽ do Trưởng ca An ninh & Trưởng ca Kỹ thuật điều phối. (Các Trưởng Phòng Ban khác có thể trực luân phiên, hoặc giữ liên lạc qua điện thoại).
* Kịp thời thông báo GĐQL/ BGĐ nếu có sự cố xảy ra, có phương án xử lý khắc phục ngay lập tức, hoặc xin ý kiến chỉ đạo của GĐQL/ BGĐ để thực hiện.
* Lưu ý an toàn là trên hết. Đảm bảo các biện pháp an toàn khi kiểm tra Toà nhà, thực hiện công việc cũng như trong công tác chống bão lụt. Lưu ý khi hoạt động gần các khu vực nguồn nhịêt, điện, các phòng máy… tránh xa các khu vực cây to…
* Khi bão tan, các Phòng Ban phối hợp kiểm tra các vị trí bị ảnh hưởng như thấm dột, vỡ kính, cây đổ… tổng hợp báo cáo gửi BQL để theo dõi việc xử lý khắc phục; Bộ phận Vệ sinh tiến hành công tác thu dọn, giặt & phơi các chăn chiên chống lụt; Phòng An ninh thu gom & chuyển các bao cát PCBL xuống khu vực quy định tại gầm ram dốc tầng hầm 1.
* BQL tiến hành họp các Phòng Ban rút kinh nghiệm sau cơn bão & đưa ra yêu cầu kế hoạch khắc phục các nội dung tồn tại sau cơn bão.

6. Xử lý rò rỉ xăng dầu phương tiện.
Nhiệm vụ tuần tra của Nhân viên An ninh tại khu vực tầng hầm là nhằm đảm bảo an toàn, an ninh trật tự trong khu vực hầm gửi xe. Việc kịp thời ngăn ngừa, phát hiện rò rỉ xăng dầu (do sự cố đột xuất từ phương tiện, hoặc do sự cố của hệ thống: Ví dụ téc dầu...)
6.1 Nếu phát hiện chỉ là vết loang của dầu (Từ phương tiện):
* Tìm theo hướng của các vết dò rỉ đó để phát hiện ra chiếc xe bị rò rỉ
* Qua các chi tiết của xe để có thông tin của chủ xe
* Thông báo cho chủ xe yêu cầu di chuyển phương tiện ra khỏi tòa nhà (trực tiếp hoặc thông qua Phòng CSKH).
* Tiến hành đặt cạnh phương tiện 1 bình chữa cháy ABC (trong thời gian chờ di chuyển phương tiện ra khỏi tòa nhà). Gọi hỗ trợ từ Bộ phận Kỹ thuật.
* Tiến hành xúc cát PCCC rải lên bề mặt & vết loang của dầu. Lưu ý đặt biển cảnh báo trơn trượt!
* Kiểm soát chặt chẽ hoạt động ra vào Tòa nhà đối với các vấn đề gây cháy (Yêu cầu dập thuốc lá trước khi vào tòa nhà, kiểm tra các nguy cơ đánh lửa, phát sinh tia lửa điện, hoặc nguy cơ từ nhà thầu thi công tại khu vực xung quanh…)
* Sau khi di chuyển xe ra khỏi tòa nhà:
- Yêu cầu Bộ phận Vệ sinh làm sạch các vết xăng/ dầu bị rò rỉ
- Bộ phận kỹ thuật và An ninh phối hợp kiểm tra lần cuối

6.1 Nếu phát hiện là vết loang/ rò rỉ từ thiết bị/ Phòng máy/ Kho nhiên liệu/ Téc dầu:
* Xác định vết loang/ rỏ rỉ của xăng dầu, vị trí sự cố, và khẩn trương liên hệ Hotline/ Trưởng Ca An ninh để hỗ trợ.
* Trưởng ca Kỹ thuật cùng nhân viên khẩn trương tới vị trí hiện trường, mở khu vực phòng máy (Hoặc chuẩn bị sẵn sàng chìa khóa khẩn cấp từ Phòng trực ĐK Trung tâm), mở cửa khu vực thiết bị/ phòng máy để kiểm tra, xử lý.
* Đồng thời, các vị trí hỗ trợ xử dụng cát PCCC rải xung quanh nhằm tránh lan tràn xăng dầu.
* Chuẩn bị bình PCCC đưa tới gần khu vực sự cố, ở khoảng cách an toàn có thể thao tác nhanh chóng & thuận tiện khi cần thiết.
* Tạm thời xử dụng các biện pháp trước mắt để ngăn chặn tràn dầu/ rò rỉ nhiên liệu như: khóa van cục bộ, dùng xô hứng, cát chặn… Kiểm tra khu vực xung quanh & có thể tiến hành ngắt điện nhằm tránh các nguy cơ tia lửa điện từ hệ thống chiếu sáng hoặc thiết bị điện.
* Báo cáo tình hình tới BQL & BGĐ Tòa nhà. Xin ý kiến chỉ đạo thực hiện & khắc phục tiếp theo.
* Lập báo cáo sự việc chi tiết & cách xử lý khắc phục hiện tại, gửi BQL Tòa nhà.
* Ghi chép vào Sổ nhật ký hệ thống/ Nhật ký trực ca.

7. Phối hợp xử lý trường hợp tai nạn bị điện giật
Khi đi tuần tra, cũng như khi thực hiện công việc trong ca trực của các CBNV Phòng Ban vận hành Tòa nhà, nếu phát hiện trường hợp tai nạn điện giật (đối với đồng nghiệp đang thực hiện công việc, hoặc thông báo từ Khách thuê, từ Công nhân nhà thầu…), cần lưu ý như sau:
* Cắt điện bằng những thiết bị đóng, cắt ở gần nhất, như: Công tắc điện, cầu chì, cầu dao, máy cắt, hoặc rút phích cắm,... Khi cắt điện phải chú ý nếu người bị nạn ở trên cao thì phải phối hợp cùng CBNV Kỹ thuật hoặc các vị trí có mặt tại khu vực sự cố, chuẩn bị để hứng, đỡ khi người đó rơi xuống.
* Đưa người bị điện giật ra đến nơi thoáng khí & ngay lập tức tiến hành hô hấp nhân tạo và sau đó đưa người đó đến bệnh viện
* Trong trường hợp không ngắt được mạch điện, cần có sự hiểu biết nắm rõ về mạng điện áp, hoặc hỗ trợ kiểm tra đánh giá của Cán bộ Kỹ thuật, tùy thuộc vào mạch điện hạ áp (điện áp thấp hơn 1000V) hay cao áp (điện áp cao hơn 1000V) để áp dụng biện pháp phù hợp, ví dụ: CBNV An ninh/ Kỹ thuật khi ứng cứu phải đứng trên bàn, ghế hoặc tấm gỗ khô, đi dép hoặc ủng cao su (cách điện), đeo găng cao su (cách điện) để dùng tay kéo nạn nhân tách ra khỏi mạch điện. Nếu không có các phương tiện trên thì dùng gậy gỗ, tre khô gạt dây điện hoặc đẩy nạn nhân để tách ra, hoặc dùng tay khô hay có bọc lót ni lon, bìa giấy khô,...để nắm vào áo, quần khô của nạn nhân kéo ra. Nếu có kìm cách điện, búa, rìu cán bằng gỗ,...thì sử dụng những dụng cụ này để cắt, chặt đứt dây điện đang gây ra tai nạn.
* Tuyệt đối không chạm trực tiếp vào người nạn nhân, vì như vậy người đi cứu cũng bị điện giật;
* Ngay sau khi nạn nhân được tách khỏi mạch điện phải căn cứ vào tình trạng của nạn nhân để xử lý cho thích hợp, cụ thể như sau:
- Nạn nhân chưa mất tri giác: Nếu nạn nhân chưa mất tri giác, chỉ bị hôn mê trong giây lát, tim còn đập, thở yếu thì phải để nạn nhân ra chỗ thoáng khí, yên tĩnh chăm sóc cho hồi tỉnh. Sau đó, mời y, bác sỹ hoặc nhẹ nhàng đưa đến cơ quan y tế gần nhất để theo dõi chăm sóc.
- Nạn nhân mất tri giác: Nếu nạn nhân bị mất tri giác nhưng vẫn còn thở nhẹ, tim đập yếu thì đặt nạn nhân nơi thoáng khí, yên tĩnh (trời rét phải đặt ở nơi kín gió), nới rộng quần, áo, thắt lưng, moi rớt rãi trong mồm, cho ngửi nước tiểu, ma sát toàn thân cho nóng lên và mời y, bác sỹ đến để chăm sóc.
- Nạn nhân đã tắt thở: Nếu nạn nhân không còn thở, tim ngừng đập, toàn thân co giật giống như chết thì phải đưa nạn nhân ra chỗ thoáng khí, nới rộng quần, áo, thắt lưng, moi rớt rãi trong mồm và kéo lưỡi (nếu lưỡi thụt vào). Tiến hành làm hô hấp nhân tạo, hà hơi thổi ngạt ngay, phải làm liên tục, kiên trì cho đến khi có ý kiến của y, bác sỹ quyết định mới thôi.
Yêu cầu lập Biên bản sự việc, có xác nhận của các bên liên quan, có ý kiến của Cán bộ Kỹ thuật & trưởng ca An ninh để làm sơ sở xử lý giải quyết về sau.

Nếu có kìm cách điện, búa, rìu cán bằng gỗ,...thì sử dụng những dụng cụ này để cắt, chặt đứt dây điện đang gây ra tai nạn.* Tuyệt đối không chạm trực tiếp vào người nạn nhân, vì như vậy người đi cứu cũng bị điện giật;* Ngay sau khi nạn nhân được tách khỏi mạch điện phải căn cứ vào tình trạng của nạn nhân để xử lý cho thích hợp, cụ thể như sau:- Nạn nhân chưa mất tri giác: Nếu nạn nhân chưa mất tri giác, chỉ bị hôn mê trong giây lát, tim còn đập, thở yếu thì phải để nạn nhân ra chỗ thoáng khí, yên tĩnh chăm sóc cho hồi tỉnh. Sau đó, mời y, bác sỹ hoặc nhẹ nhàng đưa đến cơ quan y tế gần nhất để theo dõi chăm sóc.- Nạn nhân mất tri giác: Nếu nạn nhân bị mất tri giác nhưng vẫn còn thở nhẹ, tim đập yếu thì đặt nạn nhân nơi thoáng khí, yên tĩnh (trời rét phải đặt ở nơi kín gió), nới rộng quần, áo, thắt lưng, moi rớt rãi trong mồm, cho ngửi nước tiểu, ma sát toàn thân cho nóng lên và mời y, bác sỹ đến để chăm sóc.- Nạn nhân đã tắt thở: Nếu nạn nhân không còn thở, tim ngừng đập, toàn thân co giật giống như chết thì phải đưa nạn nhân ra chỗ thoáng khí, nới rộng quần, áo, thắt lưng, moi rớt rãi trong mồm và kéo lưỡi (nếu lưỡi thụt vào). Tiến hành làm hô hấp nhân tạo, hà hơi thổi ngạt ngay, phải làm liên tục, kiên trì cho đến khi có ý kiến của y, bác sỹ quyết định mới thôi.Yêu cầu lập Biên bản sự việc, có xác nhận của các bên liên quan, có ý kiến của Cán bộ Kỹ thuật & trưởng ca An ninh để làm sơ sở xử lý giải quyết về sau.
