Việc phát triển cơ sở hạ tầng của Việt Nam vẫn còn chưa được mong đợi, trong thời gian qua chính phủ đã thi hành các chính sách để cải thiện hệ thống hạ tầng nông thôn như phát triển hệ thống thủy lợi (Chiếm khoảng 60~70% tổng vốn đầu tư). Thời kỳ đầu tập trung cải thiện các cơ sở hạ tầng có sẵn. Thời kỳ sau, theo kế hoạch phát triển lưu thông vùng nông thôn, tính đến năm 2010 chính phủ đã đầu tư một mức đáng kể vào việc xây dựng công trình giao thông ở nông thôn. Ngoài việc đầu tư các công trình thủy lợi, chính phủ cũng thực hiện các chính sách đầu tư điện, đường, trường học, trạm y tế..., những chính sách này để nâng cao chất lượng cuộc sống nông dân và xây dựng hạ tầng kỹ thuật phát triển nông thôn.
