Chủ quyền quốc gia là thiêng liêng, bảo vệ chủ quyền là nghĩa vụ của mọi người dân, đặc biệt là thế hệ trẻ. Chúng ta tiến hành việc này bằng sức mạnh tổng hợp. Hiện nay chúng ta bảo vệ chủ quyền trong thời kỳ hòa bình, cần phải giữ ổn định môi trường cho sự phát triển, cho công cuộc công nghiệp hóa, hiện đại hóa đất nước. Cái này là bản lĩnh của chúng ta và cũng chính là bản lĩnh của thế hệ trẻ. Nhiệm vụ của chúng ta là xây dựng và bảo vệ Tổ quốc, với tiềm lực, khả năng của chúng ta. Thanh niên bảo vệ Tổ quốc là tham gia phát triển kinh tế, khai thác khoáng sản, du lịch, dầu khí... Không chỉ có hải quân mới bảo vệ biển, mà còn là dân quân tự vệ biển, trí thức trẻ của các trường ĐH thuộc các ngành nghề phát triển nguồn lực biển, khí tượng thủy văn... Đó cũng là một cách để thể hiện tinh thần yêu nước của mình.
