Đội ngũ Báo cáo viên cốt cán (BCVCC) được SEQAP TW đào tạo qua các năm (2010-2014) về 3 mô đun trên là 3.014 người. Như vậy, mỗi tỉnh có khoảng 84 người, mỗi huyện khoảng 9 người, mỗi trường SEQAP bình quân có 01 người.
Đây là đội ngũ Báo cáo viên chính sẽ cùng với Hiệu trưởng, Phó HT, Tổ trưởng chuyên môn các trường đã tham gia tập huấn các mô đun này tại các địa phương sẽ triển khai tập huấn chuyên sâu tại các trường (hay cụm trường) tiểu học SEQAP.
