Nhà thầu cung cấp Hồ sơ xin chứng nhận hợp quy theo quy chuẩn kỹ thuật quốc gia QCVN16:2014/BXD. Đơn vị cấp chứng nhận là: Viện Vật liệu Xây dựng - Bộ Xây dựng. Trong Phiếu kết quả thử nghiệm mẫu xi măng PCB 30 số 3997/VLXD-TTKĐ ngày 22/5/2015 do Trung tâm Kiểm định vật liệu xây dựng VILAS 003 - ISO/IEC 17025:2005 thực hiện, còn thiếu các chỉ tiêu theo yêu cầu của HSMT như: Thời gian đông kết; Độ mịn; Hàm lượng anhydric sulphuric (SO3). Để làm rõ các nội dung này, ngày 10/11/2015, Ban QLDA ODA đã phát hành công văn số 364/CV-QLDA v/v yêu cầu Nhà thầu làm rõ HSDT, đến ngày 12/11/2015, Nhà thầu đã có công văn trả lời số 248/CV-CT kèm theo các tài liệu chứng minh. Nhà thầu cung cấp các kết quả thử nghiệm xi măng do Trung tâm kiểm định xây dựng tỉnh Lào Cai thực hiện để thể hiện mức độ đáp ứng của các tiêu chí còn thiếu nêu trên. Tuy nhiên, Trung tâm kiểm định xây dựng tỉnh Lào Cai không phải là đơn vị cấp và cũng không đủ thẩm quyền cấp giấy chứng nhận hợp quy cho Nhà thầu. Vì vậy, Tổ chuyên gia đấu thầu không chấp nhận các kết quả thử nghiệm này và vẫn tiến hành đánh giá các tiêu chí kỹ thuật theo hồ sơ ban đầu

The contractor provides the application for certificate of conformity according to national technical regulation QCVN16:2014/BXD. Certification units are: Institute of building materials-the Ministry of construction. In the resulting Slip test of 3997/30 PCB cement MATERIALS-TTKĐ on 22/5/2015 due to the control centre of construction materials ISO/IEC 17025:2005-003 VILAS done, missing the target by request of HSMT as: setting time; Fineness; Anhydric sulphuric content (SO3). To clarify the content, on 10/11/2015, Pmu ODA released No. 364/CV-QLDA v/v required bidders to clarify HSDT, on November 12, 2015, the contractor has answered the number 248/CV-CT attached to the documents. The contractor provides the test results of cement due to the building control center of Lao Cai province made to express the level of response of the missing criteria mentioned above. However, the building control centre of Lao Cai province is not level and also not enough competent conformity certification for contractors. So, the expert does not tender acceptance of the results of this test and still conducted reviews of the technical criteria according to the original profile

Contractors provide dossier for certification of conformity in accordance with national technical standards QCVN16: 2014 / BXD. Awarding certificates are: Institute of Building Materials - Construction Ministry. In the sample test result sheet cement PCB 30 No. 3997 / 22.05.2015 VLXD-TTKD day by Center for construction materials VILAS 003 - ISO / IEC 17025: 2005 implementation, lacks the criteria under requirements of the bidding documents, such as: Setting time; Smoothly; Sulfuric anhydride content (SO3). To clarify this content, dated 10.11.2015, ODA PMU issued Official Letter No. 364 / CV-PMU v / v request clarification contractor bids, on 11/12/2015, Contractors has written answer No. 248 / CV-CT accompanied by supporting documentation. Contractors provide the test results of cement testing by the Centre for construction of Lao Cai made to meet the degree of deficit criteria outlined above. However, Expertise Center building in Lao Cai province is not granted and the unit is not competent conformity certification for contractors. So the team of bidding experts not accept the results of this test and still assessing the technical criteria according to the original profile
