Tại công ty PJICO các chính sách về đào tạo và phát triển được phòng tổ chức nhân sự xây dựng và trình duyệt lên ban Tổng giám đốc và được Tổng giám đốc phê duyệt. Trong quy chế quy định và hướng dẫn cụ thể tiêu chuẩn của đối tượng được cử đi đào tạo; nêu ra các chế độ mà người được đào tạo được hưởng trong và sau khi hoàn thành chương trình đào tạo như được hỗ trợ kinh phí đào tạo, nâng cao trình độ tay nghề, tăng lương, thăng chức... Ngoài ra, trong quy chế còn nêu ra các hình thức xử lý đối với trường hợp vi phạm kỷ luật trong quá trình đào tạo, quy định trách nhiệm cho các đơn vị, bộ phận liên quan. Những điều này tạo điều kiện thuận lợi cho việc triển khai công tác đào tạo và phát triển nguồn nhân lực.
