• • Xây dựng kế hoạch cụ thể, tăng cường các biện pháp, ưu tiên kiểm kê, nghiên cứu và hệ thống hóa tư liệu,cần tổng kiểm kê toàn bộ các loại hình di sản văn hóa truyền thống. Trên cơ sở đó phân loại, xếp hạng các loại hình di sản văn hóa để xem loại hình di sản nào đã biến mất hoặc đang có nguy cơ bị mai một, loại hình nào đang tồn tại và tồn tại như thế nào. Mục đích của kiểm kê là để nhận diện, xác định giá trị, sức sống của di sản, từ đó đề xuất khả năng bảo tồn và phát huy.
