Chương trình và sách giáo khoa hiện hành được triển khai trên toàn quốc từ 2002 đến nay. Dù có nhiều ưu điểm, nhưng trước yêu cầu phát triển nguồn nhân lực chất lượng cao, trước sự phát triển nhanh chóng của khoa học - công nghệ và khoa học giáo dục cũng như những đòi hỏi hội nhập quốc tế, chương trình và sách giáo khoa hiện hành khó đáp ứng yêu cầu của đất nước trong giai đoạn mới.
