Công văn số 2404/TCT-TNCN ngày 01/06/2016 về thủ tục miễn thuế TNCN đối với chuyên gia nước ngoài thực hiện dự án ODA: Trường hợp nhà thầu tư vấn của dự án ODA có nhiều hợp phần, có cơ quan chủ quản và chủ dự án tại các tỉnh thành khác nhau thì phải thực hiện thủ tục đề nghị xác nhận chuyên gia và thủ tục đề nghị xác nhận miễn thuế tại từng địa phương nơi thực hiện dự án (không được sử dụng xác nhận chuyên gia và xác nhận miễn thuế tại một nơi cho các hợp phần còn lại tại các địa phương khác). Trường hợp nhà thầu không có trụ sở tại Việt Nam thì Chủ dự án phải có trách nhiệm thực hiện các thủ tục đề nghị xác nhận chuyên gia và thủ tục đề nghị xác nhận miễn thuế cho chuyên gia
