Với mục tiêu xây dựng VIB thành ngân hàng thương mại đô thị đa năng có quy mô trung bình, lành mạnh và hiệu quả, VIB tiếp tục phát triển song song các chiến lược ngân hàng bán lẻ đồng bộ tại các đô thị lớn và ngân hàng bán buôn phục vụ các doanh nghiệp và kinh doanh tích cực trên thị trường tiền tệ trong và ngoài nước chiến lược khách hàng và sản phẩm nhằm vào các thị phần mục tiêu đã lựa chọn và phát triển các loại hình sản phẩm, dịch vụ đa dạng gắn liền.
Để thực hiện các định hướng trên, VIB đã xác định các yếu tố quyết định thành công chủ yếu như sau:
- Một quy mô tương đối đủ lớn để thực hiện các lợi thế chi phí, hình ảnh, uy tín và thị phần tại các đô thị lớn nhất Việt Nam.
- Chính sách nguồn nhân lực năng động: thực hiện tuyển chọn đào tạo và đãi ngộ trên cơ sở kết quả công việc, kết hợp tạo môi trường phát triển nghề nghiệp lâu dài.

- Một bộ máy quản lý hữu hiệu trên nền tảng phân quyền có quản lý và tạo dựng tinh thần làm việc độc lập – phối hợp tập thể.
- Một chiến lược rõ ràng về ngân hàng mục tiêu, sản phẩm và khu vực hoạt động.
Trong thời gian tới, VIB tiếp tục tập trung thực hiện các chương trình lớn và các giải pháp chủ yếu như sau:
- Dịch vụ ngân hàng đồng bộ phục vụ các doanh nghiệp tập trung tại ngân hàng và chi nhánh Hồ Chí Minh.
- Quản trị tập trung và tối ưu hóa nguồn vốn, kết hợp với việc đẩy mạnh hoạt động trên thị trường tiền tệ trong nước và quốc tế tập trung tại Hội sở.
- Cấu trúc ngân hàng bán lẻ tại chi nhánh và phòng giao dịch tập trung ở các đô thị lớn.
- Tin học hóa các quy trình kinh doanh và quản lý ngân hàng
- Củng cố và mở rộng mạng lưới chi nhánh và các phòng giao dịch ở các tỉnh và thành phố trong cả nước.
- Xây dựng và phát triển nguồn nhân lực đảm bảo cả về lượng và chất nhằm đáp ứng nhu cầu nhân sự của hệ thống VIB mở rộng các năm tới. ngân hàng chủ trương mở rộng cho vay trong những năm tới.
