Đầu những năm thập kỷ 90, NHTW đã sử dụng chính sách tiền tệ mới,
đặc biệt đã áp dụng chính sách lãi suất thực dương, do vậy đã hấp dẫn
mọi người tích luỹ VND. Thực tế đã có nhiều người rút tiền gửi USD chuyển
qua gửi vào ngân hàng bằng VND được hưởng lãi cao hơn, dẫn đến tỷ lệ tiền gửi
USD trong tổng tiền gửi của hệ thống ngân hàng lúc đó chỉ còn 18% (năm 1996)
Trong hệ thống ngân hàng đã triển khai thực hiện tốt QĐ396/TTg của
Thủ tướng Chính phủ về tăng cường quản lý ngoại hối. NHTW điều hành tốt
việc cung ứng tiền phục vụ cho mục tiêu mua bán ngoại tệ, vàng và một số
hàng hoá khác

Năm 1992, Việt Nam đã phát hành thêm hàng ngàn tỷ đồng để mua
USD trôi nổi mà lạm phát lại được kéo xuống một chữ số từ tháng 3/1992.
Tác dụng kép của việc mua USD vào là vừa thay thế USD lưu thông bằng tiền
giấy, vừa tăng khối dự trữ ngoại tệ của Nhà nước.
Hơn nữa, đây là thời kỳ có tốc độ tăng trưởng bình quân cao nhất kể từ
khi chúng ta tiến hành cải cách đến lúc đó, tạo dựng niềm tin của người dân
vào công cuộc đổi mới và tin tưởng vào giá trị của VND. Bước đầu coi như
đã thiết lập VND thành đồng tiền ổn định giá trị cả về đối nội và đối ngoại.
