Đối với cán bộ chính quyền địa phương, nếu họ không thời gian thì có thể phỏng vấn qua điện thoại hoặc email. Đây sẽ là phương án dự phòng, tuy nhiên sẽ không có hiệu quả bằng phỏng vấn trực tiếp

With respect to local government officials, if they are not then time can interview via phone or email. This will be the standby, but would not be effective by direct interview

- The qualitative model: Focus on subjects people and government officials and unions. It can be used in-depth interviews with pupils without interview questionnaire for students. For local government officials, if they can not time the interview by telephone or email. This will be a backup plan, however, would not be effective by direct interview
