- Do thời gian từ khi bắt đầu thực hiện lập dự án đến khi thực hiện thiết kế BVTC khá dài, thêm vào đó do trượt giá nên một số hạng mục khi phê duyệt thiết kế BVTC phải cắt bỏ để đảm bảo tổng mức đầu tư. Đặc biệt đối với TDA cải tạo nâng cấp một số hạng mục khi tiến hành khảo sát ban đầu không thể phát hiện hết được hư hỏng công trình, khi tiến hành phá dỡ hay đào phát lộ công trình cũ mới đánh giá hết được hư hỏng. Do vậy khi thực hiện đã phải một số điều chỉnh, bổ sung một số hạng mục để đảm bảo phù hợp với thực tế và phù hợp tổng mức đầu tư.
- Trong quá trình triển khai thực hiện sẽ có nhiều vấn đề ảnh hưởng đến tiến độ mà trong quá trình lập tiến độ tổng thể và chi tiết chưa thể đề cập hết được.
