I. THÔNG TIN CƠ BẢN VỀ TIỂU DỰ ÁN:
1. Tên TDA: Xây dựng trạm bơm Đoàn Thượng
2. Chủ đầu tư: Công ty TNHH MTV khai thác CTTL tỉnh Hải Dương.
3. Mục tiêu và nhiệm vụ của Tiểu dự án: (i) Chủ động tiêu úng cho 2.270 ha của lưu vực Đoàn Thượng bao gồm một phần diện tích của các 14 xã, trong đó có 2 xã thuộc thành phố Hải Dương và 12 xã thuộc huyện Gia Lộc, tỉnh Hải Dương; và (ii) Góp phần cải thiện môi trường sinh thái trong vùng dự án.
4. Địa điểm xây dựng: Huyện Gia Lộc, Tỉnh Hải Dương.
5. Hình thức đầu tư và các hạng mục công trình được đầu tư xây dựng:
- Hình thức đầu tư: Xây dựng mới.
- Các hạng mục đầu tư chính: Trạm bơm Đoàn Thượng có qui mô gồm 7 tổ máy bơm trục đứng, công suất trạm Q = 15.5 m3/s; Cống xả qua đê; Cống tự chảy qua đê; Đường dây cao thế 35 kV và trạm biến áp tổng dung lượng 1.360 kVA; Khu quản lý; Công trình nội đồng gồm xây 4 cầu dân sinh và nạo vét gia cố kênh Thạch Khôi - Đoàn Thượng dài 3 km
6. Thời gian thực hiện: Bắt đầu từ năm 2010 và hoàn thành trước ngày 30/6/2016.
7. Tổng mức đầu tư: Tổng mức đầu tư theo Quyết định phê duyệt điều chỉnh, bổ sung Tiểu dự án số 1263/QĐ-BNN-TCTL ngày 15/4/2015 của Bộ Nông nghiệp và PTNT là: 205.653.334.000 đồng.

II. TÌNH HÌNH THỰC HIỆN:
1. Công tác chuẩn bị đồ án thiết kế kĩ thuật:

- Từ năm 2010 đến ngày 14/6/2012: Lựa chọn đơn vị tư vấn, lập dự án đầu tư, thẩm định + phê duyệt dự án đầu tư. Dự án đầu tư được phê duyệt tại Quyết định số 1404/QĐ-BNN-TCTL ngày 14/6/2012.
- Từ ngày 14/6/2012 đến ngày 16/8/2012: Lựa chọn đơn vị tư vấn, lập hồ sơ thiết kế bản vẽ thi công + tổng dự toán, thẩm tra + phê duyệt hồ sơ thiết kế bản vẽ thi công + tổng dự toán. Chủ đầu tư phê duyệt thiết kế kỹ thuật và tổng dự toán tại Quyết định số 324/QĐ-NN-QLDA ngày 16/8/2012).
- Trong quý I/2015 và nửa đầu tháng 8 năm 2015: Lập + thẩm định + phê duyệt hồ sơ điều chỉnh, bổ sung của Tiểu dự án. Các hạng mục bổ sung được phê duyệt tại Quyết định số 1263/QĐ-BNN-TCTL ngày 15/4/2015, và tại Quyết định số 2691/QĐ-BNN-TCTL ngày 08/7/2015 của Bộ NN và PTNN.
2. Công tác đền bù và tái định cư:
2.1. Công tác đền bù và tái định cư của các hạng mục phê duyệt Tiểu dự án ban đầu:
- Công tác đền bù và tái định cư bắt đầu được triển khai thực hiện từ năm 2011 và cơ bản hoàn thành trước ngày 10/4/2013 là thời điểm Tiểu dự án được triển khai thi công xây dựng;
- Công tác đền bù và tái định cư được thực hiện nhanh, thuận tiện và tuân thủ các yêu cầu về chính sách an toàn của ADB và các chính sách tái định cư của Chính phủ Việt Nam trong quá trình thực hiện công tác đền bù, tái định cư. Các khâu phổ biến thông tin, kiểm kê, chi trả đền bù, niêm yết công khai.. đều có sự tham gia và giám sát của đại diện người bị ảnh hưởng và các Ban ngành liên quan. Việc giám sát nội bộ cũng đã được thực hiện đầy đủ và thường xuyên;
- Các báo cáo giám sát đã được lập với đầy đủ thông tin, phản ánh được tiến độ thực hiện tái định cư cũng như các vấn đề nảy sinh cần giải quyết. Số liệu được lưu giữ ở Hội đồng GPMB huyện và Ban QLDA, CPO bằng tài liệu và dữ liệu máy tính để phục vụ cho công tác quản lý và báo cáo;
- Việc cấp giấy chứng nhận quyền sử dụng đất được thực hiện theo đúng qui định của pháp luật. Hộ bị ảnh hưởng không gặp khó khăn trong quá trình cấp lại giấy chứng nhận quyền sử dụng đất.
- Việc chi trả tiền bồi thường cho các hộ dân bị ảnh hưởng đã được thực hiện xong. Hầu hết người bị ảnh hưởng đều hài lòng với chính sách bồi thường. Người dân đều được nhận tiền trước khi công trình thi công. Không có hiện tượng công trình thi công trước khi người dân chưa nhận tiền. Ngay kể cả đối với khu vực người dân bị mất đất là đất mượn. Nhìn chung người dân đánh giá cao về những lợi ích từ dự án mang lại và mong muốn các công trình sớm đi vào hoạt động. Đến nay, cuộc sống của các hộ bị ảnh hưởng cũng đã đi dần vào ổn định.
2.2. Công tác đền bù và tái định cư của các hạng mục phê duyệt điều chỉnh, bổ sung Tiểu dự án:
Các hạng mục bổ sung gồm kênh dẫn vào trạm bơm Đoàn Thượng và các công trình trên kênh dẫn nằm trên địa phận xã Toàn Thắng, Phương Hưng và Thị trấn Gia Lộc với chiều dài khoảng 2 km. Công tác kiểm đếm và lập dự toán chi trả bản dự thảo đã hoàn thành và đã chi trả cho các hộ bị ảnh hưởng khoảng 2,20 tỷ đồng.
3. Công tác đấu thầu và thực hiện hợp đồng xây lắp:
a) Công tác đấu thầu của Tiểu dự án Xây dựng trạm bơm Đoàn Thượng bao gồm 06 gói thầu, trong đó có 03 gói thầu tuyển chọn tư vấn, 02 gói thầu xây lắp và 01 gói thầu mua sắm thiết bị:
- 3 gói thầu tư vấn: (i) Khảo sát, lập thiết kế bản vẽ thi công + dự toán; (ii) Giám sát thi công và lắp đặt thiết bị; và (iii) Kiểm toán;
- 2 gói thầu xây lắp: (i) Xây dựng trạm bơm Đoàn Thượng; và (ii) Các hạng mục bổ sung kênh Thạch Khôi - Đoàn Thượng và công trình trên kênh.; và
- 1 gói thầu mua sắm: Cung cấp và lắp đặt thiết bị máy bơm, động cơ và tủ điện.

Additional items approved in decision No. 1263/QD-BNN-TCTL on 15/4/2015, and in decision No 2691/QD-BNN-TCTL on 08/7/2015 of the Ministry of AGRICULTURE and PTNN.2. The work of the resettlement and compensation:2.1. There is no phenomenon of the construction before the people have yet to receive money. Now including with regard to the area of land is land of lost people to borrow. In general the people appreciate the benefits from the project and look forward to bringing the works soon come into operation. To date, the lives of the affected households also went slowly into the stable.2.2. The work of the resettlement and compensation of approved items adjust, additional sub-projects:Additional items include the channel leading into the upper Group and pump station works on the Channel Guide covers the entire Township Wins, and Home Town Loc with about 2 km in length. I. BACKGROUND INFORMATION ON THE STATE OF THE PROJECT:
1. TDA Name: Construction of pumping stations Doan Thuong
2. Investor: Company Limited Hai Duong CTTL exploitation.
3. Objectives and tasks of the State of the project: (i) Actively drainage for 2,270 ha of Doan Thuong basin includes part of the area of the 14 communes, including 2 communes in Hai Duong city and 12 communes Gia Loc district, Hai Duong province; and (ii) Contribute to the improvement of ecological environment in the project area.
4. Construction location: Gia Loc district, Hai Duong Province.
5. Investment and other forms of work items is the construction:
- Form of investment: New construction.
- The main investment categories: Pumping station Upper scale delegation consisting of 7 units vertical pump, the power station Q = 15.5 m3 / s; Culvert outlet dike; Gravity sewer dike; 35 kV high-voltage lines and substations total capacity of 1,360 kVA; Management area; Infield works include building four residential and bridges reinforced channel dredging Thach Khoi - 3 km long Upper Division
6. Implementation period: Beginning in 2010 and completed before 06.30.2016.
7. Total investment: Total investment by Decision approving the adjustment and supplementation subproject No. 1263 / QD-BNN dated 15/04/2015 of the Ministry-TCTL Agriculture and Rural Development is: 205 653 334 000 dong.

II . PERFORMANCE:
1. The preparation technical design plan:

- From 2010 to 14/06/2012: Selection of consultants, project investment appraisal + approved investment projects. Investment projects approved in Decision No. 1404 / QD-BNN-TCTL dated 14.06.2012.
- From 14/06/2012 to 08/16/2012 Day: Choosing the consultant, keep records preliminary construction design drawings, cost estimate, verification + design documents for approval of construction drawings, cost estimate. Investors approved technical designs and total cost estimates of Decision No. 324 / QD-NN-PMU date 16/08/2012).
- In the first quarter / 2015 and the first half of August 2015: Lap + evaluation + approval adjustable profile, supplemented by sub-project. Additional items approved under Decision No. 1263 / QD-BNN-TCTL dated 15.04.2015 and the Decision No. 2691 / QD-BNN dated 08/7/2015-TCTL of the Ministry of Agriculture and Rural Development.
2. The compensation and resettlement:
2.1. The compensation and resettlement of items approved initial sub-project:
- The compensation and resettlement began to be implemented from 2011 and basically completed before July 10/4 / 2013 is the time to be implemented subproject construction;
- the compensation and resettlement is done quickly, conveniently and comply with the requirements of ADB's safeguard policies and the resettlement policy Vietnam's government settled in the course of implementation of compensation and resettlement. Dissemination stages, inventory and payment of compensation, public posting .. have the participation and supervision of the representative of people affected and the relevant departments. The internal monitoring has been fully implemented and regularly;
- The monitoring report has been prepared with full information, to reflect the progress of the relocation as well as the need to address emerging issues Desc. - The granting of land use right certificates shall comply strictly prescribed by law. Affected households have no difficulty in the process of issuing the certificates of land use rights.
- The payment of compensation to the affected households have been done. Most affected people are satisfied with the compensation policy. People who are getting the money before construction works. No phenomenon construction works before the people have not received the money. Even including for area residents borrowed land is lost. In general, people appreciate the benefits from the project and look forward to bringing these projects went into operation soon. Until now, the lives of the affected households also became more stable.
2.2. The compensation and resettlement of the approved adjustment items, additional sub-project:
Additional items include the channel in Doan Thuong pumping stations and works on canals located on Toan Thang commune , Phuong Hung and Gia Loc town with a length of about 2 km. Business tallying and estimating pay the draft has been completed and have been paid to the affected households around 2.20 billion.
3. Public procurement and construction contract performance:
a) The sub-project bidding Construction Doan Thuong pumping stations including 06 bid packages, including 03 bidding packages for selection of consultants, 02 construction package and 01 procurement of equipment:
- 3 packages for consultants: (i) survey, design + construction drawing estimate; (ii) Monitoring the construction and installation of equipment; and (iii) Audit;
- 2 construction package: (i) Construction Doan Thuong pumping stations; and (ii) additional items Thach Khoi channels - Doan Thuong and canal works .; and
- 1 procurement: Supply and installation of pumps, motors and electrical cabinets.
